The CA FAIR plan is a last-resort fire-insurance plan that will undoubtedly be stressed by the recent fires in and around Los Angeles. The plan is designed to be fully funded by premiums, and backstopped by the private insurance companies operating in the state.

By the start of 2026, will the FAIR plan be granted public funds, either federally or from the state of California?

Additional special assessments on private companies will not count, unless those companies also receive a bailout in the form of public funds, and it is clear those funds are being passed through to the FAIR plan.

Forcing insurance companies to gather the funds via additional surcharges on policy holders will not count.
