What if it's a side effect of an eavesdropping tool and not a weapon?

@Snarflak If a tool designed for any purpose has these effects, is it not a weapon?

I'm resolving based on how Destiny and Dan resolve their bet, but I think if there was any "energy weapon" like tool causing the direct effects, they would count it.

@Gen No, that wouldn't make it a weapon. The Great Seal bug only operated when a strong UHF signal was directed at it, for instance. If that energizing signal caused people to hear audible sounds in the office, that wouldn't constitute a weapon.
