Will Massachusetts East-West rail be under construction before 2027?

East-West Passenger Rail is a proposed passenger rail service that would connect Boston and Western Massachusetts. In a recent interview, Governor Maura Healey said that she hopes construction on the rail service has begun by the end of her term, which would end at the beginning of 2027. Will that happen?

As of creating this market, the Massachusetts legislature still has not approved a plan for East-West rail.

For an additional clarification, this requires the development to clearly be the "East-West" rail, and not just development in the corridor that will make "East-West" rail be easier. (MassDOT has already submitted grant applications for improving infrastructure along the corridor.)

To clarify, this will resolve at the beginning of 2027, regardless of whether Healey has a second term as governor (and regardless of if she stops being governor before then).

Even if they pass it tomorrow, give it a few years for planning and then four years for NEPA review (assuming everything goes smoothly).
