What won't resolve YES: Legally required censorship, changes in policy toward all content, increased requirements for tagging or content warnings.
What will resolve YES: Any voluntary policy change that specifically or disproportionately restricts the posting of offensive content, including preemptive changes.
While AO3 includes poor quality content under their Offensive Content Policy, this market doesn't consider it offensive content.
