The roadway will be fully reopened and fixed with traffic on it by the end of the day, January 10th.

This refers to the main significant commuter parts of the area; if there are small side roads, maintenance roads, etc. they will not count.  i.e. we want restoration of at least 90% of the traffic volume of the previous state.
