Serious problem: this is when a member of the public in a normal car loses the ability to pass through a region of the road, with either direction, for a period of at least 90 days. If the road is impassable at claim end time then we will wait. Even a single day of passability ends a time period of impassability. Note that is the highway is out but there's a local non PCH detour which lets cars continue to the rest of the PCH and the total length of those detour roads is less than 2 miles, then that won't count as a break. In general, both the main road and any detours must be 24h a day usable and bidirectional with no turn-taking sections
