How about "do you have enough ability in a given programming language to make things that haven't been made before?" (or at least not tutorial-level stuff)

@realDonaldTrump what I should have asked was whether one has a programming related job, but I think knowing the extreme overrepresentation of people knowing a programming language is useful enough
