This market resolves YES if the jersey worn by team Bora-Hansgorhe (under whatever name) is visually mostly similar to the image above.
If there are minor changes, but the general look of the jersey is very similar, the market is highly likely to resolve YES. For example, if the OTZ TAL on the sleeves changed to a different logo, or the logos just below the collar are slightly different, etc., that should still be a Yes.
The core components most important in judging whether the jersey used matches this should be the generally dark blue shade of the entire jersey and the presence of "Red Bull" as the top/primary sponsor logo. There should be the words "Red Bull" and also some logo, but the logo does not need to exactly match the one shown. If the words BORA or hansgrohe are different or missing, but the rest of the jersey is still very similar, probably resolves YES.
If the main color is not a dark blue, this will never resolve Yes.
Resolves Yes promptly when the jersey is announced/revealed. If the team fails to take part or changes their jersey after that point, the market will not re-resolve.
If they do NOT announce a new jersey, resolves No as soon as the team presentation shows them in the normal jersey.

Apparently there is a chance Denk makes an announcement about the team before the Giro. I guess it's possible this new jersey and team name could be presented. Note that this market only cares about the Tour de France. If, for example, Bora wears this jersey in the Giro and all other May/June races, but shows up at the TDF with yet another special kit that does not match the one shown, this market would resolve No.
