Resolves YES if there is independent reporting from multiple sources of the NCAA issuing a punishment of any severity to the University of Michigan football team, staff or program in regards to the current sign-stealing controversy. Resolves NO if not by close date. I've set the close date pretty far out just in case it takes a while
