There have been over a hundred apparently related false reports of active shooters in American schools over the past 4 weeks. They are masked by a VPN, but they appeared to be coming from Internet-based phone numbers, and the caller has an accent. Who's doing this?

As this market is focused primarily on the calls from 2022 that were coming in waves from Ethiopia, I will extend the market while we wait for more detailed information.
