This market resolves to YES if, before January 1, 2060, any eligible Croatian citizen is legally compelled to serve in a military capacity without the option of a moral or conscientious "opt-out."
1. The "No Refusal" Requirement
To satisfy the "forcefully" condition, the following must be true:
• Abolishment of CO Rights: The draft does not allow for an alternative, non-military civilian service (e.g., hospital work) based on conscientious objection or moral/religious beliefs.
• Enforced Compliance: Citizens are legally required to participate in military-led training or combat roles, with refusal leading to criminal penalties (imprisonment, fines, or loss of rights).
2. Supranational Absorption (The "EU Army" Clause)
The market resolves to YES if the draft is issued by a larger political entity (e.g., the European Union, a European Federation, or a successor state) that Croatia has joined, provided that:
• Automatic Status: The draft applies to the individual because they were automatically transitioned into being a citizen of that larger entity by virtue of their Croatian citizenship.
• Territorial Applicability: The draft encompasses the territory of Croatia or the population identified as Croatian citizens within that new entity.
3. Personal Citizenship Exception
The market remains NO if:
• An individual is drafted by a foreign nation (e.g., Germany or the USA) because they voluntarily changed their citizenship or moved and applied for naturalization elsewhere.
• The "forceful draft" occurs in a country that is not Croatia or a direct political successor to Croatia's sovereign authority over its people.
4. Definition of Service
• YES: Includes basic military training (conscription), active-duty combat, or mandatory reserve mobilization.
• NO: Does not include mandatory jury duty, civil defense (firefighting/disaster relief), or "draft registration" (filling out a form) unless that registration leads to an actual call to military service without a moral opt-out.
