I am confused what does this mean?

  • If Rates Or Kept The Same Or Raised, That Meeting Resolves NO

  • If Rates Or Lowered, That Meeting Resolves YES

If the rate is the same or goes up, that particular month resolves NO

If the rate is lowered, that particular month resolves YES

Month/Meeting are a bit interchangeable, but saying meeting implies the specific calendar meeting because at times they have had "Emergency meetings" that were not on the calendar. Which could have raised or lowered rates in a non standard published Meeting.
