Why did the other two resolve as 6% rather than as no?

Okay i can’t fix it haha but because those three went into the final poll i just posted I thought that would do as a resolution to this poll if that makes any sense

It is unclear how you will resolve this if the most voted time is, say, midnight. Does it go in the 10 to 12 bucket, or the 12 to 2 bucket?
