Executive Order 14242 did not itself abolish the Department. It directed the Secretary, "to the maximum extent appropriate and permitted by law," to facilitate closure while preserving services; its general provisions also preserve statutory agency authority and require implementation consistent with law.
The cutoff record then shows the Department still functioning: on July 1 it officially recapped actions by its Office for Civil Rights and said it would continue enforcing federal law. On July 8 it reported that the Department, Federal Student Aid, and its Inspector General had held a fraud summit on July 7. Those are ongoing agency operations across and immediately after the July 4 deadline, not an accomplished abolition.
