
It resolves YES if at least 15 personal insults are said by any candidate during the first presidential debate. (Intentional or Unintentional).
Criteria for Insult: Ad-hominem Criteria. Any attack on a character (participating in the debate) that is aimed at insulting, making fun or portray the target of the insult in a negative light without any relation to the argument being made.
Not an insult: If the argument revolves around personal capabilities, relations, past decisions, etc.. and it’s relevant to the argument being made, will not count as an insult.
After the first debate a list of insults will be provided and traders allowed to argue against the results.

I think "Not an insult: If the argument revolves around personal capabilities, relations, past decisions, etc.. and it’s relevant to the argument being made, will not count as an insult." is narrower than what we'd expect "personal insults" to mean but that's what it says
