While the title already mentions "arrive", I'll make sure that further batches of these markets are doubly clear by adding to the description that arrival delay is what counts, since that is the relevant outcome for passengers.

Here are some information regarding the FlightStats details page, with regards to these markets:

The time that counts is actual arrival time at the gate, label 1 on the above picture. The time must be labeled "actual", which indicate final data, whereas a label of "estimated" is shown when the flight has not yet concluded, and is not a basis for resolution. Note that this can occasionally lead to a misleading display when the plane has landed but not yet gotten to the gate. The delay for the purpose of these markets is the difference between scheduled and actual time of arrival, which is shown in label 2. The delays indicated in the boxes labeled 3 correspond to intermediate delays, for instance delay between actual push back from the gate and scheduled time for push back. These are not cumulative, and are in fact often gained back in the air (flying faster) or by taxiing faster on arrival. Most flights are not scheduled super tightly, so that a few minute of slack is backed in the scheduled arrival time. Finally, label 4 is just the flight time, but many delays happen on the tarmac during taxi from and to the gates.
