Major mainstream news outlets (e.g. TIME) are reporting that she's alive, and there continues to be no evidence of her "death" aside from an Instagram post that was removed within 24 hours of being posted. I think this can safely resolve as YES at this point.

To add even more mystery to the case, an unverified account on Instagram posted a message claiming to come from Lil Tay's brother.
In the message, they say that they were subjected to abuse by their parents who wanted them "gone off the internet" and that they were spreading misinformation about their death.
This would track - their parents are known to be abusive (probably very abusive,) and abusive parents who are losing their grasp on their childrens' lives will sometimes resort to absolutely absurd tactics to try to avoid losing their grasp. Lots of lying and gaslighting. It's still too early to be sure of anything, especially from an "unverified account on Instagram," but given that the L.A. and Vancouver police allegedly have no idea what's going on with the situation either...
