this covers all bets placed during manifest against any other user at manifest, right? (like it doesn't need to be "people you would not otherwise have bet against" or etc). and does it count if the user isn't at manifest?

Correct. The user must be at manifest.

For it to count as betting "against" some user, one of the two must be setting up a limit order and the other must be filling it.

Is this 10,000 M in shares, or 10,000 M staked (by you? By either party?)

hmm seems against my original intent if i make some bets at 99% ig but not sure what to do about that, could just allow the market to not match perfectly my original intent
