@MarcusAbramovitch That’s what I was gonna guess. He isn’t the head of state. No prime minister is because they are just the most senior parliamentarian. Not even Trudeau is head of state in Canada, it’s King Charles. Same thing in Australia.

Must it be the current head of state, e.g. would Trump count?

@JacobWood Not the head of state. Herzog the president is. Prime Ministers are heads of government.
