If a state other than Minnesota passed a bill legalizing it before you wrote this question, but it only goes into effect later, would that trigger a NO resolution here? Are is the question asking whether Minnesota will be the next state to pass legislation legalizing it? If the former, this will probably resolve no -- it looks like Maryland legalized it last year but it goes into effect into July. Unlikely Minnesota would pass and effect a law before then. A clarifying statement in the description would be good.
