@YafahEdelman This will very plausibly be the case, but if so the question will resolve to the alignment he had when the system stopped working.
Watsonianly, I think to the extent that laws are tied to specific people, allowing for people to pursue their own ambitions, the society demarcation of a friend as someone that isn't known to break oaths, and the ability to at a turn of dime for society to decide that these laws suck and we should do Something That Is Not This, Dath Ilan is actually reasonably chaotic good. Keltham Broke with Abadar hard, Which probably puts him on the right hand side of the alignment chart.
Doylistically, his tag is Lawful Chaotic, I'd be surprised at the very least if his final alignment was Lawful by Golarion standards.
