I would want to hear your opinion. If tweet exist at the time of creation of post. Should it count as yes if already existing tweet reached the number required. Or should I look at only new tweets?

@AntonAnon IMO it makes the most sense to either look at all tweets in a certain timespan (e.g. all tweets made in January) or only tweets made after the creation of the market.
