Precocious puberty has always been a thing and has been treated with puberty blockers in non-trans children since the 80s, so obviously yes.

If they ban it for trans kids they should ban it for non trans kids too

Hard yes. Puberty is a lot, and all folks would be better off getting more control over the timing (and potentially intensity).
