This resolves to YES if, by the end of February 2023 the FDA has approved some form of OTC birth control (a monthly contraceptive, not emergency contraception like Plan B). The current methods under consideration might include something like a pre-purchase questionnaire via phone app - I would resolve such an arrangement positively.
I would also resolve YES if the FDA has given a firm date for approval of an OTC scheme by the deadline, even if that date is further in the future.
All other situations will resolve to NO. I can't envision any scenario presently in which this resolves N/A, but I suppose it's possible somehow.
