I’ve been thinking about this, and I think most people don’t choose to learn e.g reading and math. They’re force to at a young age. If I were to try to narrow this down, I’d probably split it up as “before a certain age, which is used as a proxy for when people acquire basic skills and after said age, which is used as a proxy for once those skills are acquired”.
