This resolves to the number of people granted clemency by the Biden administration between Election Day and noon on inauguration day. Both commutations and pardons will be considered for this market.

The office of the pardon attorney will be used as the primary source for the resolution of this market however if there is other media reporting that suggests that the president has granted clemency to somebody outside of the process used by the office of the pardon attorney a consensus of credible reporting will be used to count that.

If the president grants clemency to a category of people the number of which is not enumerated in any official document, the number in any official statement by the Biden administration will control. If there is no official statement the estimate found by a consensus of credible media reporting will control.
