From the official highway conditions website:
Caltrans estimates it will complete repairs at Regent's Slide in late fall, which will open Highway 1 to direct travel along the entire run of the Big Sur coast between Cambria and Carmel.
To resolve YES, the highway needs to be open to regular traffic for at least a moment. Doesn't need to be all lanes. If a route is only open to locals or only with a special police escort, that wouldn't be sufficient to resolve YES.
