best guess is that the INRIA folks behind RSA-250 and prior lost interest after fixing the discrepancy between factoring and DLP challenges. their last two RSA challenge cracks were in 2019 and 2020 (just barely pre-pandemic), seems not unreasonable that no one else will pick up the mantle for a bit longer.
