• Applicable only if testimony is oral, whether live in person or pre-recorded, and delivered in front of Congress or under a congressional subpoena.

• Written statements, letters, transcripts, or responses submitted in writing without oral appearance do not qualify.

• Interviews by DOJ, court hearings, or testimony before other agencies do not qualify.

• The market will resolve to “No” if no qualifying testimony occurs by December 31, 2025 at 23:59 PT.

Sources for determination must include official Congressional records, video or audio of the testimony, or credible reports from reputable media outlets confirming the testimony occurred before Congress.
