This markets resolves ‘yes’ if this turns out to be true, and ‘no’ if that’s not true and he’s playing all of his own games.

Also, what if one person played one game on Elon's account once?

In principal I wouldn’t resolve yes on an edge case that isn’t really relevant to the question, the question is about whether he engages in “ghost playing” at all, not whether eg. he lets his friends play under his name for reasons unrelated to his ranking.
