Currently, UK law allows use of copyrighted data for "text and data mining for non-commercial research" by researchers who already have lawful access to the data without an opt-out by the rightsholders. In 2022, the government proposed to generalize this to allow text and data mining for any purpose (including commercial ones). Yesterday, in a parliamentary debate, the responsible minister has said that this proposal will be halted pending further consultation. This market resolves to YES if by the end of 2024 the proposal (or something I consider the same or stronger) is implemented and NO otherwise.
