Resolves Yes if, to my judgement, a user has cashed out any sweepscash from league prizes, and Manifold is unable to recover the loss.

Market will resolve YES when Manifold takes action on negative sweeps balance, such as writing off the loss, forcing a sell of shares, blocking users from withdrawing, etc.

Resolves NO on close date, if someone has a negative sweepscash balance
