Based on the few strong criteria explicitly mentioned in the description, I won't resolve this YES.
However, reports do indicate that Twitter penalizes, or did, links to Bluesky and to Substack with the same 2,500ms delay, so I don't want to resolve NO. I'm inclined to resolve, not the 50%, possibly to 25%, or possibly to standing percentage.
