Resolves YES immediately if the prc_hicp_manr is below 0.0% for any month of 2024.

Resolves NO if the prc_hicp_manr is 0.0% or higher in all months of 2024.

I suggest rephrasing the question to "deflation in any month of 2024", in accordance with the resolution criteria. The title suggests that it only counts if the year as a whole has deflation.
