Will resolve to YES if, as part of any statement issued by OpenAI or by someone who at my discretion I deem to be plausibly representing OpenAI, a cooperation agreement between OpenAI and any of Deepmind, Anthropic, Meta or Google is announced, with the specific intention of preventing race dynamics.
