If u can bet on markets directly using US dollars, and users are able to withdraw those US dollars, this would resolve YES

As long as cash payouts are available in some way it counts. Does it look like this might happen?

yeah i dunno how it's gonna work but it looks like there will be some non-PP currency used for real money (although i'm not sure what will happen to PP)
