Resolution criteria
This market resolves YES if John Phelan remains the Secretary of the Navy on January 1, 2026. Resolution will be verified via official Navy.mil sources or Department of Defense announcements. The market resolves NO if Phelan has resigned, been removed, or otherwise left office before that date.
Background
Phelan was sworn in as the 79th Secretary of the Navy on March 25, 2025, following Senate confirmation by a vote of 62-30 on March 24, 2025. He is the first Navy secretary without military experience since Donald Winter vacated the role in 2009. Phelan is the co-founder and chairman of Rugger Management, a private investment firm based in Palm Beach, Florida.
