• Diem (formerly known as Libra) was a permissioned blockchain-based stablecoin payment system proposed by the American social media company Facebook. The plan also included a private currency implemented as a cryptocurrency.

• Resolves yes if Meta attempts/announces their intention to restart the project (i.e. doesn't matter if this attempt is successful / given regulatory approval) before the end of Trump's current term (i.e. by ~ EOY 2028)

• The project itself doesn't need to be called Libra/Diem. It just needs to be some kind of blockchain/crypto payments project
