All nations have at least qualified to the Round of 16 of a World Cup that they are hosting with the exception of South Africa (https://en.wikipedia.org/wiki/National_team_appearances_in_the_FIFA_World_Cup#Hosts) that placed 20th at the 2010 FIFA World Cup (https://en.wikipedia.org/wiki/2010_FIFA_World_Cup#Final_standings).

Resolves YES if Qatar places 21st or lower in the final standings of the 2022 FIFA World Cup. Also resolves YES if Qatar places 20th with less than 4 points, 20th with 4 points and a goal difference of -3 or lower, or 20th with 4 points -2 goal difference and score less than 3 goals. In the unlikely event that they place 20th, with 4 points, -2 goal difference and score 3 goals, I will resolve to 50%.
