Does the step need all three of those satisfied in order to end? On the first few iterations when there is very little info it seems like it will be hard to get 10 traders. Maybe the first few steps need a lower threshold? Or generate a bit more initial history from random states?

@A I will have to think a little more about that, because if there is not enough players the game could quickly be costly for me. (And I don’t want the game to start, and then freeze forever)
