Would you call a bird's claws their feet or their hands?

Never closes
Feet - as they walk on them
Hands - as they hold things with them
Either depending on the context

Bird wings evolved from forelimbs, their legs were rearlimbs. Human arms(with hands on them) evolved from forelimbs, and our legs were rearlimbs. I'd consider being attached to a forelimb a major contributor to something being a hand, and being attached to a rear limb a major contributor to being a foot.
Also, it's possible to pick things up and hold them with feet. Some animals like chimpanzees do it a lot.
