The bill has to be aimed at alleviating any problem in the current housing crisis. This can be done by addressing vacancy rates, high rent inflation, housing expenditures, etc.

The bill has to be applicablle nationwide. It can be done through grants, mandates, agency projects, or any other mechanism that has not occurred to me yet.

I will add options so to keep five options alive. For instance, if the current congress is the 120th, I will have added the option for the 121st, 122nd, 123rd congresses, which together with "Other" will make five options.

I expect the bill to be a landmark or signature bill, so it won't be hard to determine that it is a "comprehensive housing" bill. I will want it to be transformative, historic and broadly impactful. I reserve the right to make the call myself, and for this reason I will not bet in this market.
