However, if plug-in hybrids are allowed, subject to rules at least as strict as California's current 2035 rules (PHEVs must meet strict emissions regulations and can be no more than 20% of total sales), this will resolve YES. If PHEVs are allowed but subject to rules less strict than California's current 2035 rules, this will resolve NO.
