Edit: Santa needs to stop at the city to resolve it YES. Passing over it will not count.

If the place where Santa stopped over is not listed as a city but is inhabited, resolves YES.

Mods can resolve this market. Places may resolve early if Santa has went over the area the place is located in, did not stop there and is located far to the west of the location.

Ok, so I'll reveal a couple of things.

Someone in the comments said this:

Google calls it Nur-Sultan, but the Kazakhstan government changed the name to Astana in 2019, fun geography facts.

Guess why Google didn't update the name to Astana?

Because the Santa path hasn't been changed since 2019!

Later, when Santa was around Papua New Guinea, I found out that you could fetch the route information, including all future cities. And guess what? The arrival and departure times for the locations... they were Unix timestamps for Christmas 2019.

Also, in the end, Santa gives out 7.7 billion gifts... which was the approximate world population in 2018/2019, but the current world population is 8 billion and counting.

And, Santa's path is available, if you look closely in the browser console, you'll see a request that lists the exact route Santa will take, the departure time, the arrival time, the image urls, all that.

@bohaska To be sure, make sure Santa is at least very far to the west of the location you are resolving NO on, he zig zags around quite a bit sometimes going over the same area again after crossing it in one direction.

Hm, I don't think Mt. Fuji is technically a city, town, or village, even though there are people around its base. Oshino Hakkai, for example, is a national monument. This is what @bohaska clarified below:

Anywhere inhabited and which is a city/town/village will resolve. If it's not inhabited, resolves NO.

However, maybe this quote from the criteria is in conflict with that:

If the place where Santa stopped over is not listed as a city but is inhabited, resolves YES.

@Jacy My honest opinion is that it doesn't really matter and that whatever makes everyone happy is what I would do and that I should have wrote "places" instead of "cities"

If it is 99% Ill double check if @bohaska is not resolving at that time and do it myself.
Can just type out the name and country in comments too i guess, but that is a bit of extra work too and alot of comments possibly.

@SirCryptomind I will go offline soon, hopefully you can keep up the market.

Also, lag wouldn't be as big as an issue as it was for POTY markets, because this is separate options. If 100 options are on a big market that all sum to 100%, they all have to be updated for every single bet, but for this, only one option has to be updated per bet.
