I'm going to say something like a Luigi's Mansion expansion of the Mario land counts as a new land but only if it has more than one attraction/experience.

Any land must have more than one attraction to count as a land. So if they open up a Pokemon kids area with one merry-go-round and one fountain that counts, even though it wouldn't really be a "land".

I won't bet.

Edit 2: So if there's a Luigi's mansion expansion that has more than one thing, that counts. With a fairly broad definition of "thing".
