Resolves YES if Will Eden reports that yes, the report contains copied language enough to be in violation of the rules. If Eden reports the contents without drawing a conclusion, I/we/poll will evaluate whether or not it substantively broke the rules in place at the time as appropriate and necessary.

Resolves NO if Eden reports that it does not, or he leaves it to us and we decide it does not.
