Are we scaling “need” to bill length, or is it an absolute threshold?  Way shorter than EU AI Act for example 

Amount of need scales with cost of doing it, yes. Obviously it needs to be a lot less important than reading the EU AI Act to count.

Resolves to YES if I do read the bill and conclude I needed to do that.

Resolves to NO if I do read the bill and conclude I didn't need to do that, or read it sufficiently to conclude I can stop. 

Resolves to 'fair market percent' (as in common sense cheating defenses enabled) if I choose not to read the bill.
