## Resolution Criteria

YES if software engineers from Canada can still obtain TN-1 visas under any of these scenarios:

- Qualifying under existing "Engineer" category

- Qualifying under existing "Computer Systems Analyst" category

- Qualifying under any new professional category for which software engineers would be eligible

NO if software engineers are excluded from all qualifying categories or if the TN-1 program is modified to prevent their qualification.

## Terminology Change Provision

If the visa or category names change but Canadian software engineers maintain substantially equivalent access to US work authorization, the market resolves to YES.

## Delayed Implementation

If changes resolve to NO but include a delayed transition period, the market still resolves to NO upon official signing.

## Grandfathering Provision

If existing visa holders are grandfathered but new applications rejected, the market resolves to NO.
