What is necessary for a “Yes”?
At least one credible, publicly known military action in Ukraine, within the year 2025, which is consistently referred to as an “intervention” or “combat operation” by multiple media outlets.
Examples:
Troops actively participate in combat operations in Ukraine.
An official operation begins on Ukrainian soil (e.g., airstrikes, reconnaissance flights with a combat mission).
There are public reports about an active military intervention.
Reputable media report this as a “military intervention,” “combat deployment,” or “XY involvement in the war.”
Sources such as Amnesty International, Human Rights Watch, or UN reports.
What is a “No”?
Arms deliveries, reconnaissance, or training in third countries
Violations of the UN prohibition on the use of force that do not meet the criteria for a “Yes”
Support through intelligence information and economic sanctions
Non NATO Countries like North Korea
