If there is someone who has never been on a year-end rankings like SSBMRank before in the top 30 players of the 2023 SSBMRank top 100 rankings, then this market will resolve to YES. If the highest ranked NEW player is outside of the top 30, then this will resolve to NO.
Does not count any Summer rankings for "having been on a year-end rankings before" since those are mid-year.
